UK service firms step up hiring despite unexpected

LONDON (Reuters) – Business in the British service sector grew more slowly than expected in April as clients remained cautious, although firms’ optimism rose to a two-year high and hiring picked up pace, a survey showed on Thursday.

Combined with slower growth in manufacturing and construction, the data will fuel talk that the Bank of England may overcome its reluctance to inject more monetary stimulus into the economy, which has plunged into recession again around the turn of the year according to official figures.

The main Markit/CIPS Purchasing Managers’ Index (PMI) for the service sector – measuring the change in business activity such as income or chargeable hours worked – fell to 53.3 from 55.3 in March.

That was the lowest reading since November and compared to analysts’ forecasts for a smaller drop to 54.2, although the index still remained above the 50-mark that separates growth in activity from a decline.

PMI surveys earlier this week showed that manufacturing and construction also expanded, albeit less than in March.

“From what we are hearing from panelists, this certainly does not sound like an economy in recession,” said Chris Williamson, chief economist at Markit replica watches, which compiles the surveys.

“The PMI surveys suggest that the economy will have expanded again in April, and that the recent gloomy official data pointing to a downturn in the first quarter will eventually be revised to show modest growth.”

Official data had shown that the economy shrank in the final quarter of 2011 and the first three months of 2012, dragged down by a fall in manufacturing output and a steep decline in construction.

The Bank of England has hinted that it was giving more weight to surveys such as the PMI, which have painted a more upbeat picture so far. Economists have taken that as a sign the central bank was reluctant to extend quantitative easing asset purchases at its meeting next week as inflation remains sticky.

However, Markit’s composite index, which brings together all three business sectors, pointed to economic growth last month, although at the weakest pace since November when turmoil in the euro zone was particularly disruptive.

Better market conditions and a solid rise in new business boosted activity in the service sector in April, Markit said.

Backlogs of work grew for the first time in more than a year and companies responded by increasing their workforce.

Hiring was also supported by a rise in confidence about the future to the highest level since March 2010, with over half of firms expecting brisker activity in a year’s time and only 7 percent forecasting a decline.

For now, the economic environment remained tough, limiting firms’ ability to raise their charges despite higher costs replica watches, lifted mainly by fuel prices, Markit said.

It’s no secret that southeastern Michigan for many decades stood as one of the most segregated and racially polarized communities in America. There is much baggage to show how we got here but most of the blame seems to always be directed at Detroit leaders and Detroit residence. Detroit Public Schools Emergency Manager Roy Roberts said the city must get over race issues to move forward. Roy Roberts said “Detroit is a city that’s so proud of being a black city that it hurts us,” Roberts makes black pride sound like it’s a curse.

We all know about the famous “hit 8 mile” line said by former Mayor Coleman Young that was and still to this day seen as some symbol of black Detroiters racial hate for white suburbanites. That line by Young has been revised, embellished and past down for many, many generations and in reality what Young said was in no way racial. He said, “I issue an open warning to all dope pushers, to all rip-off artists Tattoo power supplies, to all muggers. It is time to leave Detroit. Hit 8 Mile Road. And I don’t give a damn if they are black or white, if they wear super fly suits, or blue uniforms, with silver badges. Hit the road.”

Mayor Coleman Young made a definitive statement about crime and corruption but this statement has been wrongly interpreted to mean he was saying to the criminal element to go across 8 mile and rob white suburbanites. When the subject of race is talked about some would have you believe that Mayor Young’s words began the flight of white people from Detroit but in reality Detroit’s population decline began prior to Young becoming mayor and was a direct result of the expressways that carried people out of Detroit to the newly established suburbs throughout southeastern Michigan.

Forty years later Coleman Young is still an easy scapegoat for Detroit’s racial problems. He promised to desegregate the Detroit Police Department and he followed through on those promises which obviously didn’t go over well with the white power structure or some in the police department.

Detroit News editorial writer Nolan Finley asked in a recent editorial “Is Detroit ready for a white Mayor? He wasn’t serious about addressing an old problem of racial distrust that has existed for decades; his sole purpose was to fan the flames of racial disharmony while drawing readers to his newspaper. Finley failed to point out in his story that blacks in Detroit for decades have elected white political leaders to city council ( Mel Ravitz, Maryanne Mahaffey, Sheila Cockrel, David Eberhard) and been instrumental in helping to elect many county and state politicians who aren’t black.

Before Coleman Young black Detroiters voted and elected Jerome Cavanaugh and Roman Gribbs, both white. In fact when Coleman Young won the mayor’s office he defeated then white Detroit Police Chief John Nichols by only 7,000 votes, so while Finley was doing what he frequently accuses black Detroiters of doing, playing the race card, he left out some very important facts that contradicts the suggestion that blacks won’t vote for whites. This certainly pulled back the sheets on his motives.

But Finley is not alone in his culpability. For many decades now there has been anti-Detroit legislation put forth and passed in Lansing. Many Detroiters’ view the abolishment of Detroit Recorder’s Court, the outlawing of residency for city workers and the takeover of the public school system as racist attacks; outstate politicians have consistently run on anti-Detroit issues to get elected to office. The city’s recent financial problems caused Governor Snyder to demand that Detroit enter into a consent agreement or risk takeover by the state. Oakland County Executive L. Brooks Patterson in response to a stupid and racist tirade by Minister Malik Shabazz said “You had that black minister a couple days ago saying we’re not letting the governor take this city over — we’ll burn it down first. That’s what you’re gonna see, I think, people fomenting that kind of disorder,” he said. Patterson called Detroit a “tinderbox” facing the prospect of civil unrest given the opposition to the state’s involvement.

Keeping a divide between Detroit and Oakland County has been job #1 for Patterson for decades and for him it is done for economic reasons; keeping the businesses in Oakland County and out of Detroit. He, like Coleman Young does not mind using the race card from his toolbox; it doesn’t make either of them racist, it just says they are very skilled at playing to a willing audience. And Detroiters too at times have been a willing audience. Race has been used as a divisive tool in order for some to achieve a certain end. Some black folk in Detroit’s business community and in the pulpit will scream racism if it will help them get a piece of the pie as we saw when casinos were first introduced in Detroit.

People that hold positions and are respected in the community pimp their constituents and their flock for mere crumbs for themselves. This kind of rhetoric hurts any possibility of southeastern Michigan ever getting past the racial division. For progress to be made all Tattoo Kits Cheap, not just Detroiters, will have to be full participants in starting a new conversation. Unfortunately there are so many who have made a living playing the race card. They win but we all lose.

The firestorm of criticism over the trial of Khalid Sheikh Mohammed, the alleged mastermind of the 9/11 attacks, should not obscure a darker truth: Trial is only one prong of Obama’s Guantanamo strategy. Some of the Guantanamo prisoners, including those who have been detained for seven or eight years, will remain imprisoned indefinitely with no prospects of ever seeing the inside of a courtroom. Obama’s much-lauded intention to close Guantanamo will not change the fate of these prisoners, who will be transferred to other prisons in the United States or abroad, and as a result, the president will perpetuate one of the most troubling policies of the Bush administration. If Obama does not repudiate this policy, it will define what the government can do in the future.

Imprisonment without trial is an affront to the Constitution and is at odds with Obama’s proclaimed commitment to be faithful to the rule of law and to fight terrorism within the terms of the Constitution. At issue is nothing less than one of the core values of our constitutional system—the principle of freedom. That principle is enshrined in our political traditions and stands as one of our greatest achievements as a nation. It is rooted in the Fifth Amendment’s requirement that the liberty of no person shall be denied without due process of law. This provision of the Bill of Rights, along with the guarantee against the suspension of the writ of habeas corpus, denies the government the power to incarcerate anyone who had not been charged with a crime and swiftly brought to trial.

At its heart Tattoo Supplies, the principle of freedom seeks to ensure that only those who have committed a crime are denied their liberty. To that end, the principle mandates a trial with time-tested procedures designed to protect the innocent and arrive at the truth of the charge against him. These procedures, which require the government to prove its case in open court and allow the accused to defend himself, reflect the government’s commitments to fairness and are a source of its legitimacy.

The principle of freedom has exceptions, but they are very few in number and should be strictly construed. War is one of these exceptions. The power to wage war, fully recognized by the Constitution, allows the United States to kill enemy soldiers on the battlefield and to capture and imprison them for the duration of the hostilities. This exception was pushed to new limits by President Bush, who not only claimed that the fight against al-Qaida after 9/11 was a war but also asserted that he had virtually unlimited power to try or to imprison those he believed to be al-Qaida’s agents. By continuing to detain some of the Guantanamo prisoners without placing them on trial, President Obama is in effect claiming this same power.

Although President Obama has repeatedly claimed that we are at war with al-Qaida, he has not sufficiently recognized that it is no ordinary war. Al-Qaida is not a nation-state confined to some discrete geographic area, but rather a far-flung international organization that operates in secret. Our battle against al-Qaida has no end in sight—even if Bin Laden is captured, there will remain many terrorist units throughout the world capable of acting without his direction. Just as it is unthinkable to treat every place on earth where al-Qaida fighters might be found as a battlefield, it would be unthinkable to allow the government to hold al-Qaida suspects until the war between that organization and the United States has concluded. Allowing the government this power would expand the war exception to the principle of freedom so as to swallow the principle itself and defeat its underlying values. It would mean the president could decide when and where the principle of freedom should apply virtually without constraint.

As a matter of circumstance, the Obama detention policy applies only to foreign nationals, since there are no Americans detained at Guantanamo, but the threat to the principle of freedom applies with no less force. The Constitution’s Due Process Clause, the primary source of the principle, by its very terms protects the liberty of any person. It should be read as defining the authority of United States officials wherever they act and against whomever they act. In fact, the Supreme Court’s most recent ruling on Guantanamo, Boumediene v. Bush, correctly recognized that the Guantanamo prisoners are not beyond the reach of the Constitution. In that decision, the court denied Congress the power to deprive these prisoners the right to habeas corpus and Tattoo Supplies, in so doing, implied that the prisoners possessed other constitutional rights. While the court did not specify what those rights might be, they presumably include rock-bottom constitutional rights—not just the right against torture, but also the right to personal liberty.

Suicide or Murder at Guantánamo

Why aren’t more journalists writing about Harper’s Guantánamo exposé, which the magazine’s editors pushed onto the Web last week in advance of its publication in the March issue?

Except for an Associated Press story Replica Technomarine Watches, coverage in the British press (the Guardian, the Independent), a piece on television (Countdown With Keith Olbermann), and scattered articles on top Web sites (Slate Fake Cartier Watches for sale, Salon, Andrew Sullivan’s blog), the major press has largely snubbed the Harper’s scoop.

And what a scoop. Writer Scott Horton declares that “evidence … suggests the current administration failed to investigate seriously—and may even have continued—a cover-up of the possible homicides of three prisoners at Guantánamo in 2006.” Drawing on a Seton Hall University School of Law critique of the official inquiry of the deaths (which was heavily redacted by the government) and interviews with former Guantánamo guards, Horton further claims the existence of a “previously unreported black [secret] site at Guantánamo where the deaths, or at least the events that led directly to the deaths, most likely occurred.”

Horton should be grateful for the relative silence greeting his 8,000-word article. While rich in detail, the piece never comes close to making its case that prisoners Salah Ahmed Al-Salami, Mani Shaman Al-Utaybi, and Yasser Talal Al-Zahrani may have been murdered at a secret CIA installation at Gitmo, nor does it present persuasive evidence to show that multiple branches of the military, the FBI, the Justice Department, and two White Houses have deliberately concealed the true nature of the deaths.

Horton, a lawyer and human-right advocate, lends unwarranted credence to the eyewitness testimony of Guantánamo guards-turned-whistleblowers and conflates hearsay and speculation into “evidence” while blithely ignoring facts and statements collected by the government. Time and space don’t allow me to knock down every dubious assertion in the Horton piece, so I’ll limit myself here to his grandest claims.

(While assembling my case against Horton’s piece I came upon the work of First Thingsblogger Joe Carter, who shreds the article with Occam’s Razor on Jan. 21, Jan. 22, Jan. 26, and Jan. 27. He did a great job and deserves credit Replica Aigner Watches, which I’m happy to bestow.)

Horton’s primary witness, Army Staff Sgt. Joseph Hickman, alleges on the early evening of June 9, 2006, while providing security for Guantánamo’s Camp 1 from an observation tower, he saw a “paddy wagon” manned by Navy guards ferry a single prisoner out of Camp 1. The paddy wagon returned 20 minutes later to pick up a second prisoner. When the van reappeared following a second 20 minute interval, Hickman left the tower, drove three-quarters of a mile down the road toward a checkpoint, and waited for the van to see where it might be going. The van appeared, cleared the checkpoint, and made a turn toward a facility Hickman calls “Camp No,” a facility we’ll hear more about in a moment. “All three prisoners would have reached their destination before 8 p.m.,” Horton writes.

Hickman claims that the paddy wagon returned at 11:30 p.m. but that the Navy guards did not exit the vehicle to enter Camp 1. “Instead, they backed the vehicle up to the entrance of the medical clinic, as if to unload something Where find Replica Emporio Armani Watches,” Horton writes.

Another eyewitness, Army Spc. Christopher Penvose,tells Horton that from his guard tower perch he did not observe the three prisoners being moved on the walkway between Camp 1 and the medical clinic, either dead or alive. Another soldier in a position to observe the area late that night, Army Spc. David Caroll, told Horton that he saw no prisoners moved into the clinic, either. Both of these statements support Hickman’s conjecture that the paddy wagon deposited the prisoners at the clinic when it backed up to the entrance.

So, in Horton’s take, the three prisoners were delivered to Camp No one at a time by 8 p.m., killed, and then driven back to the medical clinic at Camp 1 by 11:30 p.m., at which point the cover-up of their killings commenced. (You’ll see later that Horton’s chronology quarrels with that of the official record.)

Horton’s narrative depends heavily on the existence of Camp No. But is the place real? The first mention of Camp No in the body of the piece comes when Horton states that a friend of Hickman’s had nicknamed a mysterious compound off the main Guantánamo road “Camp No”—as in “No, it doesn’t” exist. Horton writes that other soldiers had speculated that the facility, which is said to be encircled by concertina wire, may have been used by personnel believed to be CIA agents. But that’s all conjecture. Hickman further claims to have once heard a “series of screams” emanating from Camp No, but Horton doesn’t explain how Hickman got close enough to the restricted space to hear the screams.

Now, it’s possible that the compound viewed by Hickman and others is a CIA facility. Many military bases host buildings whose uses are classified. Although Horton has no proof that the building nestled into the Guantánamo hills houses a CIA operation, he proceeds on the basis of a rumor and a cute nickname to write as if the place is a CIA installation called Camp No. The nine additional references the piece makes to Camp No (not counting its placement on a map) are designed to lull gullible readers into thinking that 1) Camp No exists and 2) that one of its uses is to torture prisoners. Camp No has already become “real” enough to deserve a Wikipedia entry.

For the sake of argument, let’s say that the CIA or some other agency did run a secret site at Guantánamo known colloquially to some as Camp No, and that three prisoners were killed there on June 9, 2006 Replica Parmigiani Fleurier Watches, as Horton surmises. But if you were going to torture prisoners to the point of death in interrogations, would you really draw three prisoners from the same cell block, inside the same hour, for that punishment?
